Wanted felon arrested after 6-hour SWAT team standoff in Hillsboro

The standoff started around 3 a.m. Friday on Southeast Washington Street and Southeast 7th Avenue and ended six hours later with a 31-year-old man in handcuffs.

HILLSBORO, Ore. — A standoff in Hillsboro ended after about six hours when members of the Washington County Sheriff's Office (WCSO) Tactical Negotiation Team (SWAT) brought a wanted suspect out of the home and took him into custody Friday morning.

The standoff started around 3 a.m., according to WCSO, at a house on Southeast Washington Street near Southeast 7th Avenue. At around 8:20 a.m., SWAT members went into the home to search for the suspect. After they couldn't find him, they used what looked like gas or smoke to force him out of the home.

The man who barricaded himself inside the home had warrants out for his arrest, including a parole violation. Earlier Friday morning, the sheriff's office said the person was inside the home alone and was possibly armed. He has been identified as Elijah Duane Figure, 31.

Figure was arrested on two counts of felon in possession of a firearm, possession of fentanyl, and a warrant for felony probation violation for unlawful use of a vehicle.

A shelter-in-place order was not issued for the neighborhood, WCSO told KGW reporter Ashley Grams.

Earlier Friday morning, before SWAT team members went inside the home, they used a flash bang and then addressed the person over a loudspeaker, saying they have a search warrant and telling them to come out the front door with their hands open and up. They said if they didn't comply, they could be subject to the use of chemical agents and that law enforcement would use a K9 to search for the person. A KGW reporter at the scene reported that two police drones were also used.

A witness named Chayanne who works in the area said this isn't a normal occurrence in this neighborhood.

"You don't really see that here in residential Hillsboro," the witness said. "You really see this more out in Portland. ... It's definitely nerve-wracking."

The Hillsboro Early Childhood Center, located on Southeast Washington Street, posted a note at the top of its website Friday morning asking people to avoid the center due to police activity in the area.

MAX Blue Line was disrupted in the area with a shuttle bus serving people between Washington and Southeast 12th Avenue and Hatfield Government Center.
