A Vancouver man was arrested Monday after assaulting a woman and then setting her apartment on fire two days later, police said.

The suspect, 29-year-old Richard Parrish, was taken into custody Monday. He faces charges of first-degree arson and fourth-degree assault.

At 5:23 p.m. on November 14, Washington County Sheriff's Office deputies and Tualatin Valley Fire & Rescue responded to an apartment fire at the Westridge Meadows apartments, located at 18476 Northwest Chemeketa Lane in Bethany.

A woman and her mother were standing outside the apartment when deputies arrived. They were both taken to the hospital and treated for smoke inhalation. A dog that lived inside the apartment was able to escape but a pet parrot died in the fire.

Police said Parrish intentionally set the fire and was seen running away from the scene. Investigators also learned that he assaulted the woman who lives in the apartment two days earlier, on November 12.

A warrant was issued for Parrish's arrest on Monday and he was taken into custody.
