Suspect arrested in killing of Forest Grove woman

Kamen Richard Baer, who Forest Grove police say is a transient, was booked into the Washington County Jail on Thursday.

FOREST GROVE, Ore. -- Police arrested a 38-year-old man who they believe killed a Forest Grove woman in March.

Police believe Baer killed 56-year-old Cynthia Belton, who was found dead on March 19 at the College Place Apartments in the 2600 block of 21st Avenue. Officers initially responded to the apartment on a welfare check.

Neighbors said Belton lived alone with her small dog. One couple said they'd known her for about three years, and described Belton as a caring person.

"Very helpful to anyone that was down on their luck. She'd take them in, help them out, feed them, just about anything," said Dan Banda.
